Before AS5488, the process of locating subsurface utilities in Australia lacked a consistent national standard. As a pioneer in the industry, our founder, Ian Lambert, played a pivotal role in changing that. During his 14-year presidency of NULCA (2010-2024), he was a key figure in the development, launch, and industry-wide adoption of AS5488, helping to establish the clear, reliable framework that protects assets and improves safety today.

The Four Quality Levels (QL) Explained

AS5488 classifies subsurface utility information into four distinct levels, each offering a defined level of confidence and accuracy. Understanding these is the key to managing project risk effectively.

Quality Level A (QL-A): Positive Identification

This delivers the highest level of certainty with an Absolute Spatial Position, accurate to ±50mm. It is achieved by physically exposing and visually sighting the utility, either in an open trench (Sighted) or via non-destructive digging (Potholed), to verify its exact 3D position, size, and material.


Example: To finalise the design for a building's deep foundations, QL-A is used to pothole and expose a critical sewer main, verifying its exact depth and material to prevent a catastrophic structural conflict.

Quality Level B (QL-B): Electronic Detection

This provides a Relative Spatial Position for a utility, with a standard accuracy tolerance of ±300mm horizontally and ±500mm vertically. It is achieved by tracing the utility using electromagnetic field (EMF) techniques.


Example: Before excavating for a new pipeline, QL-B is used to electronically mark the path of existing gas and communication lines, allowing the new trench to be planned with a safe buffer zone.

Quality Level C (QL-C): Site Reconnaissance

This level builds confidence by correlating the desktop records with a site survey of visible, above-ground utility features like pits and manholes. It provides no spatial position for the subsurface utility itself, only an assumed 2D path between the visible points. The standard also classifies data from tools like Ground Penetrating Radar (GPR) as QL-C when it doesn't meet stricter tolerances.


Example: During an initial site walkover, QL-C allows designers to confirm the location of visible Telstra pits, helping to refine early-stage drawings.

Quality Level D (QL-D): Desktop Study

The AS5488 standard was developed by a comprehensive Standards Australia committee, ensuring its practicality and robustness. It brought together leaders from telecommunications (Telstra, NBN), utilities (Water Services, Energy Networks), government, and workplace safety authorities. This collaboration created a framework with a broad scope and standardised codes for clear, consistent utility identification across all industries.

The scope of the document is considerable. It covers buried assets and submerged assets and geographically covers Australia’s Exclusive Economic Zone, which means it would apply to submarine communications and power cables and offshore oil and gas pipelines.

It contains an extensive list of asset types and a suggested colour code for how different types of assets should be identified. The standard sets out about 150 two and three-letter alphanumeric codes designed to cover a comprehensive range of different types of subsurface infrastructure.
